I actually found that talented folks were held back, because their work was necessary to the department and the supe didn't want to lose them. The people who rose were the mildly troublesome and the not quite diligent - a promotion was an easy way to get rid of them without a legal issue. When I hear of a CEO in his 40s who rose thru the ranks, I assume he was a man who never really learned his job at any of the levels he rose through.
